基于市场对人力资源配置的基础性作用,本文探讨了将市场竞争模式引入人力资源配置体系的必要性,分析了我国人力资源配置质量水平不高、地区间人力资源配置失衡、产业间人力资源配置扭曲、组织内部人力资源配置结构不合理等严峻问题。继而建立了市场竞争视域下的人力资源配置模型,提出促使我国人力资源配置效益最大化的对策与建议:坚持市场竞争与政府宏观调控思想并重、优化人力资源教育与培训体系、统筹人力资源空间分布平衡、整合人力资源市场信息系统、完善人力资源配置制度环境以及端正人力资源配置思想观念。
Based on the basic role of the market in the allocation of human resources, this paper explores the necessity of introducing the market competition model into the system of human resources allocation. It analyzes the low level of quality of human resource allocation in our country, the imbalance of human resource allocation in different regions, the allocation of human resources among industries Distortions and irrational allocation of human resources within the organization. Then it establishes the model of human resource allocation in the view of market competition and puts forward the countermeasures and suggestions to promote the maximization of human resource allocation in our country.
