各省、自治区、直辖市劳动和社会保障厅(局)、国务院有关部门劳动保障工作机构：为贯彻落实《国务院关于大力发展职业教育的决定》(国发[2005]35号)和进一步加强高技能人才工作的有关要求,我部提出实行五项计划和一项行动。现将其中一项计划即：《国家技能资格导航计划》印发给你们。请结合本地区、本部门实际,做好贯彻落实工作。请各地、各有关部门于2006年2月20日前将实施方案和工作安排报我部培训就业司。二○○六年六月二十七日
Labor and Social Security Bureaus of all provinces, autonomous regions and municipalities directly under the Central Government and labor protection agencies under the State Council: In order to implement the Decision of the State Council on Vigorously Developing Vocational Education (Guo Fa [2005] No. 35) and to further strengthen the cooperation between highly skilled personnel Work related to the requirements, I proposed the implementation of the five ministries and a plan of action. One of the plans is now: “National Skills Qualification Navigation Plan” will be issued to you. Please do a good job in implementing the work in light of the actual situation in our region and our department. Invite all localities and departments concerned to report their implementation plans and work arrangements to the Training and Employment Division of the Ministry of Education by February 20, 2006.
