县供电企业现有的供电服务能力对于满足和适应农村电力负荷快速增长的要求仍有一定差距,而新一轮农网升级改造恰好可以弥补县级供电企业在供电能力方面的不足。因此各基层县供电企业应牢牢把握新一轮农网升级改造机遇,制定行之有效的措施,全面提高农网工程建设质量,实现网改工程在所在农村供电区域的全覆盖,有效提升农村电网供电能力和供电质量。1强化施工全过程安全管理1.1建立农网升级改造工程安全管理体系
