经济建设和国防建设资源一体化配置,是按照军民融合战略发展目标,对可利用的经济建设和国防建设资源进行统一安排、合理使用的过程,其本质是战斗力要素结构与资源配置结构的双向优化。推进经济建设与国防建设资源一体化配置建设,应立足富国强军的战略目标,直面配置目标差异、配置手段不同、配置平台分割的现实挑战,转变资源配置理念,强化资源配置规划计划,创新资源配置体制机制,完善资源配置市场平台,最大程度提高资源配置对国家经济发展和国防安全的支撑和保障作用。
