一、电力勘察设计单位预算管理的问题(一)模式上的错位目前电力勘察设计单位所采取的预算管理模式与其他电力企业有一定的类同性,这也是行业内部长期以来形成的管理经验和方法。但电力设计院与一般的电网、发电企业在经营特点上有着较大的区别,即电力勘察设计单位主要是以项目为核心。1.业务的独特性和非常规性可以看出,电力勘察设计单位的业务都是一次性、独立的业务,一旦设计完成,项目就告终结。这和电网、发电企业常规性的、经常性的发电、电力输送服务等有着本质的差别。
