目前,国内学者在研究国际移民问题时尚未能很好地借鉴和运用循环流动理论。在全球化日益推进的背景下,循环流动这种独特的人口流动模式应得到学术界更多的关注。本文首先追溯了循环流动理论的理论渊源,接着介绍了国外学界对循环流动理论的解读,最后就循环流动理论在中国侨乡海外移民的适用情况进行了分析。本文认为,在移民的循环流动中,迁移者、输入国和输出国三方都会在循环流动过程中受益;保持国际移民“循环流动”的迁移形式有利于中国海外移民利用在输入国的优势为祖国服务;而对于希望来中国发展的外国人,也可制定方便其来华居留居住的政策,为人口的循环流动创造一个有利的环境。
At present, domestic scholars failed to draw lessons from and apply the theory of circular flow when studying the issue of international migration. Against the background of the increasingly advancing globalization, the unique pattern of population flow, which is a circular flow, deserves more attention from the academic circles. This paper first traces the theoretical origins of the theory of circular flow, then introduces the foreign scholars’ interpretation of the theory of circular flow, and finally analyzes the application of the theory of circular flow in the overseas migration of overseas Chinese in China. This paper argues that in the circular flow of immigrants, the migrants, the importing countries and the exporting countries will all benefit from the circular flow. Maintaining the migration pattern of the international migrants “circular flow ” will be beneficial to the advantages of the overseas Chinese migrants in utilizing the importing countries And serve foreigners. For foreigners wishing to develop in China, they can also make policies to facilitate their stay in China so as to create a favorable environment for the circulation of population.
