研究运用In VEST模型进行实证分析,对北京与上游地区水生态合作现状进行了生态环境定量评价,评价结果表明,在半干旱半湿润气候条件下的植树造林措施能在一定程度上改善水质,同时减少了15%的水资源供给服务;由于实施稻改旱工程的面积仅占整个流域面积的0.6%,把其生态系统服务功能影响扩大到整个流域来评价,各种服务功能变化比较细微(小于1%)。通过相关利益方博弈分析,从“整体性、一体化”角度提出“区域生态合作共同体”理念,并通过方案设计和优劣势对比,探讨提出“流域与区域相结合”的管理机制,最后,建议通过政策补偿、资金支持、项目支持和智力支持等形式开展合作,为促进区域合作共赢、推动经济社会协调发展提供制度保障。
The research uses In VEST model to carry on the empirical analysis and carries on the quantitative assessment of the eco-environment of the present state of aquatic ecological cooperation in Beijing and the upper reaches. The evaluation results show that afforestation measures in semi-arid and semi-humid climates can improve the water quality to a certain extent A decrease of 15% in the supply of water resources.
