早在50年代中期,苏州农村就出现了农民自发创办的合作医疗雏型。至70年代,合作医疗在姑苏大地遍地开花。这种医疗制度之所以大受农民欢迎,是因为它有效地解决了农村缺医少药的问题。 80年代,镇村企业在苏南的沃土上如雨后春笋,越办越兴旺。农民离土不离乡,相当一部分成了持农村户口的企业职工。于是,这些人也成了享受农村合作医疗的工人。有些颇有实力的镇村企业甚至给外来“打工族”也交纳了合作医疗费用,使之得到医疗保障。
As early as the mid-1950s, there emerged a model of cooperative medical care spontaneously founded by farmers in the rural areas of Suzhou. By the 1970s, CMS was blooming throughout the land of Gusu. The reason why such a medical system is greatly welcomed by peasants is that it effectively solves the problem of lack of medical treatment in rural areas. In the 1980s, township and village enterprises mushroomed in the fertile soil of southern Jiangsu and became increasingly prosperous. Farmers leave their hometown, a considerable part of the enterprise employees with rural account. As a result, these people have also become workers enjoying rural cooperative medical care. Some quite powerful enterprises in town and village even give foreign workers “migrant workers” and have also paid cooperative medical expenses so that they can get medical insurance.
