1986年9月4日,由国内40多名专家、学者组成的鉴定委员会,在北京总参卫星地面站通过了由中国计量科学研究院、空军第三研究所、通信工程学院和总参第六十三研究所等单位研制的“卫星发播标准时间频率系统”的成果鉴定,并对该系统进行了现场考核和测试。该系统主要由两部份组成。一是对标准时、频信号进行编码和扩频调制的收发终端设备,由空三所完成;二是用来传递标准时频信号的卫星信道设备,由我院对地球站设备进行改装完成,其中在最后一次试验中使用了由总参第六十三研究所提供的上变频器。
