在新疆的宗教事务管理中,涉及到的撒拉教事务是难点之一。其困难的原因是对其性质难以确定,是邪教还是宗教?是属于伊斯兰教还是一种有别于伊斯兰教的新宗教?如果是邪教则需要按有关法律加以打击。如果是一种新宗教或新的民间宗教则需要首先确认其合法性,然后按有关法律加以管理。如果是一种非法宗教,则需要按有关法律加以取缔等。因此,如何定性,这不仅牵涉到对撒拉教如何对待的问题,而且牵涉到对撒拉教如何管理的现实问题。
