长期以来,财政政策在我国的金融改革中扮演着重要角色。随着中国对外出口的猛增和国际热线的流入,对于外汇储备的确是“过多”了毫无争议。大家关心和商议的是下一步“过多”的外汇储备的运用问题,以及更长远的汇率机制和外汇管理体制改革问题,甚至更远的经济结构调整问题。对于这些问题的解决,财政政策同样也能够发挥重要作用。本文即讨论当前过多外汇储备带来的弊端以及财政政策在外汇管理体制改革中的作用。
For a long time, fiscal policy has played an important role in China’s financial reform. With China’s surge in foreign exports and the influx of international hotlines, there is no dispute that the foreign exchange reserves are indeed “too much.” All concerned and deliberated on the issue of the application of the “excessive” foreign exchange reserves in the next step, as well as the longer-term exchange rate mechanism and the reform of the foreign exchange control system, and even the issue of economic restructuring. Fiscal policy can also play an important role in solving these problems. This article discusses the shortcomings of the current excessive foreign exchange reserves and the role of fiscal policy in the reform of the foreign exchange management system.
