上海城市集体所有制工业管理体制,二十多年来,变动频繁,队伍很不稳定,影响了城市集体工业的巩固和发展,必须坚决地实行改革,使上层建筑适应经济基础的需要。现对城市集体所有制工业管理体制的改革提几点粗浅看法。 一、关于二轻(手)工业的管理范围问题 以生产日用工业品和工艺美术品为主的第二轻工业部门,是城镇集体工业的主要力量,它的管理范围曾有过争论。争论焦点是:按所有制管理,还是按行业管理?实践证明,按所有制管理对生产是不利的,会给生产安排、生产协作、供销渠道等带来很多矛
Over the past 20 years or so, the industrial management system of collective ownership in Shanghai has been subject to frequent changes and unstable teams, affecting the consolidation and development of urban collective industry. We must resolutely implement the reform to adapt the superstructure to the needs of the economic base. Now on the city collective ownership of the industrial management system reform put forward a few superficial views. I. Issues Concerning the Scope of Management of the Second Light (Hand) Industry The second light industry sector, which mainly produces daily industrial products and arts and crafts, is the major force in urban collective industry.
