宋代的朱熹赋诗,日:“半亩方塘一鉴开,天光云影共徘徊。问渠哪得清如许,为有源头活水来。”清流的产生,源于活水;有了活水之源,才有赏心悦目、心旷气爽之清流。图书馆馆藏文献管理和利用工作亦然。只有搞活、用活馆藏文献,使之灵活地流通,流向广阔天地,才能发挥其为社会主义现代化服务,为两个文明建设服务的重要作用。涉县图书馆在图书经费紧张、书刊缺口愈来愈大的不利情况下,充分利用有限的馆藏文献,发挥其无限的社会价值,在摸索中前进,尝试出一条新路,取得良好的社会效益。
