目的了解江苏省社区卫生服务机构人力资源配置分布情况,为政府制定卫生政策提供依据。方法对2011年江苏省5市60家社区卫生服务机构人力资源情况进行调查分析。结果被抽取的社区卫生服务机构有卫生技术人员966人,其中医师371人,平均每位医师服务人口数2 445人,护士352人,医护比接近1∶1,乡村医生仍占有一定比例,公共卫生人员缺失严重;卫技人员年龄以中(34.58%)、青(34.16%)年为主,女性(74.12%)多于男性;以大专(37.89%)和本科及以上(32.40%)学历为主;绝大多数初(54.24%)、中(30.95%)级职称;按服务人口配置的基尼系数在0.3~0.4之间;按服务面积配置的基尼系数在0.6左右。结论该省社区卫生服务机构卫技人员类别配比、职称结构等尚待进一步优化,需重视地理分布公平性。
Objective To understand the distribution of human resources in community health service agencies in Jiangsu Province and provide the basis for the government to formulate health policies. Methods To investigate and analyze the human resources of 60 community health service institutions in 5 cities of Jiangsu Province in 2011. Results The community health service agencies drawn were 966 health technicians including 371 physicians, an average of 2 445 physicians per service, 352 nurses and a 1: 1 health-care ratio. Rural doctors still occupy a certain proportion of them. Public The number of health workers was less serious. The age of health workers was middle aged (34.58%) and young (aged 34.16%), and female (74.12%) was more than that of male. The college graduates with diploma and undergraduate education (32.40% Lord; the vast majority of early (54.24%), (30.95%) grade titles; according to the service configuration of the Gini coefficient between 0.3 to 0.4; according to the service area configuration Gini coefficient of about 0.6. Conclusion The proportion of health workers in community health service institutions in the province is still to be further optimized, and the structure of professional titles needs to be further optimized. Therefore, it is necessary to pay attention to the fairness of geographical distribution.
