气候变化问题是当今世界所面临的一个最突出的问题之一,也是人类当前所面临的重大问题。近百年来全球和中国的气候正经历一次以变暖为主要特征的显著变化,它对世界和我国的生态系统和社会经济产生了并将继续产生重大的影响。本文针对我国气候变化立法及其缺陷,阐明我国应尽快制定一部针对《气候变化框架公约》及相关国际气候制度法律文书。借鉴发达国家气候变化立法经验,提出了气候立法的原则、阶段和具体措施办法,旨在依照本国国情,尽快将气候变化纳入国家各级规划和计划中。
The issue of climate change is one of the most prominent issues facing the world today, and also a major issue currently facing mankind. Over the past century, global and Chinese climates are experiencing a marked change characterized by warming. They have had and will continue to have a significant impact on the world and our country’s ecosystems and socio-economy. This article aims at the legislation of our country’s climate change and its defects, and expounds that our country should formulate a legal document for the “Framework Convention on Climate Change” and the related international climate system as soon as possible. Draw lessons from the experience of developed countries in climate change legislation, put forward the climate legislation principles, stages and specific measures to the climate in accordance with its own national conditions as soon as possible to include climate change at all levels of planning and planning.
