产业共性技术可以为多项相关技术的进步以及产业的发展提供平台支撑,在市场机制下的发展面临各种类型的失灵问题。针对已有共性技术失灵研究的不足,对传统共性技术供给模型的基本假定进行了修正,构建了将供给和扩散纳入统一视角的分析模型,从技术特性的角度对共性技术区间做了层次性划分。在此基础上,提出了市场机制下产业共性技术供给的“组织失灵”和“市场失灵”以及扩散的“制度失灵”和“市场失灵”。产业共性技术的多重失灵决定了政府对共性技术供给和扩散的干预应坚持“有所为,有所不为”的原则,重点关注共性区间的两头。最后基于产业共性技术与企业专有技术的可结合度,分析了不同层次产业共性技术的扩散方式。
Industry common technologies can provide platform support for the progress of a number of related technologies and the development of industries. The development under market mechanisms is subject to various types of failures. Aiming at the deficiency of the existing common technical failure, the basic assumptions of the traditional common technology supply model were revised, and the analysis model which integrated the supply and diffusion into a unified perspective was constructed. The common technical interval was hierarchically divided from the technical characteristics . On this basis, we put forward the “organizational failure” and “market failure” and the diffused “system failure” and “market failure” of the industrial common technology supply under the market mechanism. The multiple failures of industrial common technologies determine that the government should adhere to the principle of “doing something and not doing something” to intervene in the supply and diffusion of common technologies, with emphasis on the two ends of the common interval. Finally, based on the degree of combinability between industry common technology and enterprise proprietary technology, this paper analyzes the diffusion methods of common technologies at different levels of industry.
