发展我国国民经济的第一个五年计划,是全国人民在中共中央、毛泽东主席和国务院领导下,实现我国过渡时期总任务的重大步骤,它的彻底贯彻将为我国社会主义工业化奠定初步基础。在这里,我只就五年计划中发展重工业的问题提出一些意见。重工业是生产生产资料的工业,它担负着改造国民经济技术基础和扩大社会主义再生产的重大责任。五年计划规定优先发展重工业,并以工业投资的百分之八十八点八来建设重工业,我认为这是完全符合党在过渡时期的总路线的要求和全国人民的根本利益的。
The first five-year plan for developing our national economy is a major step toward realizing the general task of our country under the leadership of the CPC Central Committee, Chairman Mao Zedong and the State Council. Its thorough implementation will lay the preliminary foundation for the industrialization of our socialist country. Here, I only put forward some opinions on the issue of developing heavy industry in the five-year plan. Heavy industry is the industry that produces the means of production. It shoulders the great responsibility of reforming the economic and technological basis of the economy and expanding socialist reproduction. The five-year plan stipulates that giving priority to the development of heavy industry and building heavy industry with an investment of 88.8% of the industrial investment. I think this is in full conformity with the requirements of the party during the general line of the transitional period and the fundamental interests of the people throughout the country.
