According to a research institute at Peking University, this year, researchers applied to 42 government departments for disclosing information on per capita office expenses. Nine were public and 15 were promised after the approval of the public; seven have so far ignored open applications and 11 have rejected them on various grounds. While this report reveals the status quo of “administrative transparency,” it is also tempting to ask why different government departments are so different from the implementation of the relevant laws and regulations on the disclosure of administrative information.
