2003年开始,新疆开始组织实施个体私营经济统计调查制度,制度规定:一是严格按照国家规定的标准填写行业代码和经营项目;二是认真登记个体工商户注册资金数和计量单位;三是准确核定个体工商户的门牌字号名称,凡是有固定经营场所,以前没有门牌字号名称的必须重新核定;四是如实填报个体工商户从业人员数据;五是规范了填写个体工商户经营场所、市场名称和摊位号;六是按照统一的系统管理软件,登记个体工商户经济户口卡片;七是规范了个体工商户临时营业执照的经营期限,对从事六个月以内季节性经营企业、个体工商户和其他经济单位、核发《临时营业执照》;八是严格执行企业归口管理登记制度,凡是属于自然人和私营企业投资股份超过51％的一律归口到个体私营口进行登记。
