不同的用地租约安排 ,会导致不同的用地效果。现行城市房屋用地“双轨制”和出让方式多样化的租约安排 ,形成了“有市无序”的地产市场与产权模糊的房地产市场格局。本文以马克思的产权理论和制度经济学中的相关理论为依据 ,在对现行城市用地租约安排及其效果评析的基础上 ,提出了对非公共建筑用地实施“分期付租制”的构想 ,并就“分期付租制”的概念框架、租金确定、付租对象、应租面积及其实施前景进行了分项研究。
Different land lease arrangements will lead to different land use effects. The existing dual-track system of urban housing land and the diversified lease arrangements have created a real estate market with a disorderly market and a fuzzy real estate market. Based on Marxist theory of property rights and institutional economics, based on the existing urban land lease arrangements and their effects, this paper proposes the concept of “installment renting” for non-public buildings A sub-study was carried out on the conceptual framework of “installments”, rent determination, objects to be paid, area to be rented and the prospects for its implementation.
