世界工程咨询业已有上百年的发展历史,成为各国投资建设领域重要的智力服务行业。国际咨询工程师联合会(FIDIC,下称菲迪克)成立于1913年,现有65个国家是其会员,是国际工程咨询业的权威性行业组织,与世界银行等国际金融组织有着密切的联系。菲克迪的各种文献出版物,包括各种合同、协议标准范本各项工作指南,以及工作惯例建议等,得到世界各有关组织的广泛承认和实施,是咨询工程行业的重要指导性文献。本期刊登的“工程咨询业质量管理指南”简述了工程咨询公司组织和实施质量管理的作用和基本要点,并例举了一家工程咨询公司实施质量管理工作的一些具体做法和步骤。指南还附有4个文件,详细介绍了有关质量管理的背景、定义、检查清单和认证问题。该指南已被各国菲迪克会员协会广为应用,并成为国际工程咨询业的工作范本。希望它能为我国工程咨询机构在开拓国内外咨询业务方面有所帮助。
The world engineering consulting industry has a history of hundreds of years and has become an important intellectual service industry in the investment and construction fields in various countries. International Federation of Consulting Engineers (FIDIC) was founded in 1913, and now 65 countries are its members. They are the authoritative industry organizations in the international engineering consulting industry and have close ties with international financial organizations such as the World Bank. Fictiy's extensive literature and publications, including all kinds of work contracts and standard protocols, as well as working practices and recommendations, have been widely recognized and implemented by all relevant organizations in the world and are important guiding documents for consulting the engineering industry. This issue of Guide to Quality Management in Engineering Consulting Industry gives a brief account of the role and basic points of engineering consulting company in the organization and implementation of quality management. It also illustrates some concrete practices and steps of an engineering consulting company in implementing quality management. The guide is also accompanied by 4 documents detailing the background, definitions, checklists and certification issues related to quality management. This guide has been widely applied by Feidik member associations in various countries and has become a model work for the international engineering consulting industry. I hope it can help China's engineering consultancy agencies to open up domestic and international consulting businesses.
