“三三”制的基本内涵是搞好三项基础建设(完善法人治理结构,着力转换经营机制,强化科学管理基础),实现三个转变(由过去企业对政府负责向对全体股东负责转变,由经理负责制向法人治理结构转变,由传统的销费利转考核方式向股份经济资本增值率和股本回报率转变),自觉加速“三化”进程(决策民主化、管理科学化、治理法制化)。山西阳泉百货大楼股份有限公司创造性地运用“三三”制举措,使经济效益快速增长。1995年销售同比增长31.9%,利润同比增长21.75%。今年上半年销售仍保持两位数的增长幅度,股本增值额达191万元,增值率为15.50%,为国企公司制改组提供了可借鉴的经验。
