要进一步加深对分类经营改革重大意义的认识。实行分类经营是由林业自身特点和建立社会主义市场经济岸制要求以及转变林业发展模式所决定的,只有迈出这一步,振兴林业才有希望。要正确全面理解分类经营改革的基本内涵,并要围绕分类经营这一要求,从体制、机制、政策、组织、管理等各方面进行相关的配套改革.在推行分类经营改革中必须坚持全社会办林业、全民搞绿化的方针,坚持从实际出发,稳步推进,先易后难。要进一步加强组织领导,抓好分类经营改革试点工作。
