一年一度的伦敦倾废公约缔约国协商会议于1990年11月2日在伦敦国际海事组织总部第13次落下帷幕。这次会议主要有两个热点。一是43个缔约国的代表以多数票赞成的结果通过了关于禁止在海底埋设低放射性废物及1995年年底前终止向海洋倾倒工业废物的两项决议,引起了各方的关注;二是重点讨论了废弃物海上处置“新的评价程序”和公约长期发展战略两个问题,值得引起我们的注意。
The annual Consultative Meeting of Contracting Parties to the London Dumping Convention came to a close on 13 November 1990 at the headquarters of the International Maritime Organization in London. There are two main hot spots for this meeting. First, the result of the majority vote of the representatives of 43 Contracting States adopted two resolutions on the prohibition of the construction of low-level radioactive waste at the seabed and the cessation of dumping of industrial waste to the oceans by the year 1995, which aroused the concern of all parties. The second one was a focused discussion The disposal of waste at sea, “the new evaluation process” and the Convention long-term development strategy two issues that deserve our attention.
