At present,the only library legislation in China includes four local regulations in the following regions:Shenzhen Special Economic Zone,the Inner Mongolia AR,Hubei Province and Beijing Municipality.On the basis of these four local regulations,this paper uses statistical data and a comparative method to summarize changes caused by the legislation:new library buildings,book purchasing,collection construction and staff increase.Consequently,the paper puts forward two recommendations for the birth of a national library law in China:first,through prescribing the amount of new resources,the law can regulate indirectly book purchase funds;secondly,the national library law should bind all libraries.
