目的 :积累卫生法制监督工作经验 ,做好新时期卫生法制监督工作 ,提高部队环境质量、生活质量和健康水平。方法 :结合工作实际贯彻落实卫生法规 ,主要做法是 :(1)突出重点 ,取得领导机关对卫生法制监督工作的支持 ;(2 )努力打好监督基础 ,提高监督技术水平 ;(3)发挥监督职能作用 ,使卫生法规真正落到实处。结果 :通过几年的卫生法制监督实践 ,使《食品卫生法》、《传染病防治条例》、《消毒管理办法》等卫生法规在该部队得到较好的贯彻落实。 95%的单位办理了卫生许可证 ,建立了炊管人员健康档案 ;卫生制度健全、落实良好的占 87.8% ;个人卫生合格率由 52 .0 %上升到 88.2 % ,食品卫生合格率由 6 6 .7%提高到 93.2 % ;食品加工场所的卫生状况有了明显改善 ;传染病登记合格率由原来的 56 .0 %上升到 95.0 % ,传染病报告率由原来的 4 0 .0 %上升到 87.0 % ,一次性医疗用品“三证”齐全 ,供应与回收符合率由原来的 31.6 %上升到 97.0 %。结论 :结合实际 ,积极开展卫生法制监督工作 ,并注意执法监督与法制宣传相结合 ;执法监督与服务部队相结合 ;执法监督与总结经验相结合 ,才能有效地促进卫生法规在部队的贯彻落实。
Objectives: To accumulate experience in the supervision of health and legal systems, do a good job in monitoring the health and legal system in the new era, and improve the environmental quality, quality of life and health of the troops. Methods: Combining the actual work to implement the health laws and regulations, the main approach is: (1) focus on the leading organs to obtain health and legal supervision work support; (2) lay a solid foundation for supervision and improve the technical level of supervision; (3) Functional role, so that health laws and regulations truly implement. Results: Through several years of health and legal supervision, the health laws such as Food Sanitation Law, Regulations on Prevention and Treatment of Infectious Diseases and Disinfection Management Measures have been well implemented in this unit. 95% of the units handled health permits and set up health records of culinary staff; the health system was sound and 87.8% of the respondents were well-implemented; the pass rate of personal hygiene rose from 52.0% to 88.2%; the pass rate of food hygiene was increased from 66 .7% to 93.2%; the hygiene conditions in food processing establishments have been significantly improved; the passing rate of infectious disease registrations has risen from 56.0% to 95.0%; the reporting rate of infectious diseases has risen from 40.0% to 87.0%, one-time medical supplies “three cards” complete supply and recovery compliance rate increased from 31.6% to 97.0%. Conclusion: Combining with the actual situation, we should actively carry out the supervision of the health legal system, and pay attention to the combination of law enforcement supervision and legal publicity; the combination of law enforcement supervision and service forces; the combination of law enforcement supervision and summing up experience can effectively promote the implementation of health regulations in the military.
