一九八九年,常州市政府和教育局创办了常州职业先修学校。这所学校的性质是普通初级中学。属义务教育范畴,学制为三年,招收对象为小学应届毕业生中大龄生(14周岁至16周岁半)。学校的建立旨在改变中学课程设置单一化的倾向,使普通初中课程向综合化方向发展,更加合乎社会发展需要,加强初级劳动技能教育,努力帮助大龄孩子们完成九年制义务教育,积极发展他们的个性.学校力图通过三年的严格训练,把学生培养成为“一专多能”、品格高尚,动手能力强并具有创造能力的,体魄健全的社会合格公民和劳动者。学校不同于普通中学,也不同于初级职业中学,更不是弱智学校。
