1983年12月12日,陕西省人民政府颁布了《陕西省水利工程供水收费标准和使用管理试行办法》(以下简称《办法》)后,为了认真贯彻通知精神,于1984年初,由地区水电局组织人员,以石门水库、湑惠渠,冷惠渠三灌区为重点,结合其他国营和民营灌区进行了调查研究,并提出了《汉中地区水利工程供水收费标准和使用管理办法》草案,经行署办公会议讨论通过,于1984年5月颁发执行。
