近日,人力资源社会保障部、财政部、卫生计生委联合印发《关于进一步做好基本医疗保险异地就医医疗费用结算工作的指导意见》(以下简称《意见》),明确了下一步基本医疗保险异地就医医疗费用结算工作的目标任务和实现途径。根据文件要求,2015年将基本实现地市和省(区、市)范围内异地就医住院费用的直接结算。为实现这一目标,文件提出了完善市级统筹、规范省内异地就医结算、推进跨省异地就医结算的分层次推进思路。同时,还对异地就医时的医疗保险管理服务、完善异地医疗费用核查机制等提出了要求。
Recently, the Ministry of Human Resources and Social Security, the Ministry of Finance and the Health and Family Planning Commission jointly issued the Guiding Opinions on Further Improving the Medical Expenses Settlement of Medical Expenses for Medical Expenses in Different Places (hereinafter referred to as “Opinions”), and clarified that the next step of basic medical insurance Objectives and Solutions of Medical Expenses Settlement for Medical Treatment. In order to achieve this goal, the paper proposes ways to improve the city-level co-ordination, standardize the medical settlement in different places across the province and promote the multi-level promotion of medical settlement in different places across the province. At the same time, it also put forward requirements for the medical insurance management services in different places for medical treatment, and perfecting the verification mechanism of medical expenses in different places.
