我公司在1984年试行经理负责制的同时,在内部推行了承包经营责任制作为第一期承包。从1987年开始的第二期承包工作也已全部落实到基层。回头看第一期承包的三年中,正是公司军品任务大幅度下降,企业负担日益加重的困难时期,由于及早而全面地推行了承包经营责任制,不仅顶住了压力,渡过了难关,而且取得了较好的效果。实践证明,要搞活大企业就必须走内部承包经营的路子。下面是我公司实行
